this law is in relation to the E-Commerce Law of 2000 providing penalties of such...but in cybercrime prevention law preferably section 4 whichspecify and enumerates cybercrimes it was stated in section 4 (1)(a) illegal access meaning those users have access to the computer let it say the other way around CE users have illegal access to tantra3000fr and offending the right of GM 3k therefore if found out or there is a complain regarding this matter this ce user can be punishable under this special law because it is provided under the law...
as to the question if it applicable in the online games... there is no jurisprudence yet but in case there is therefore it will be the 1st case regarding internet fraud... as to the tantra3000fr well as we know this game in giving profit to GM 3k therefore it is within the commerce of man therefore Ce users, Hackers can be held liable in section 4 fifth paragraph system inteference... court jurisdiction well it can be in the Philippine court because cybercrime is like the crime committed in the high seas wherefore the court will have jurisdiction if there is a complain filed in the country where cybercrime occur...
as to the law to be effective a mere signature of PNOY will not take effectively but the Law will take its effectivity upon the completion of the publication in the official gazette. Article 2 of the Civil Code(RA 386).. just my view ts
this law not only for business purposes but to all crimes committed in the internet especially cybersex
but this law will always be in the journal and it will not be executed by authorities because Philippines does not have the means to prosecute a hacker, Philippines lack hi-tech technologies hehehe so this law will just be a waste of time.
