im not 100% sure as i havent tried to do this but you think i can do this in ps5, kulikot kulikot lng sa effects ng pictures
try ko if magkatym ako.. i think the one who made that is a professional editor,  it looks really great

Its not a plug-in or app.. SKILL po yan ng Artist. Those 3D effects are LAYERs with MASK and crafted by the artist.
Based on the image, for me its is merely skill and i think easy effects are done by ADOBE AFTER EFFECTS. (e.g. smoke, explosions, etc.)

bottomline, yah it was done by a pro.
