In my own opinion. This is NOT a bug...
GM, Loot Technique is a way to do combos or skills faster... Ex. for drukas Vega > Loot > Debande = faster casting... Now here's the question GM, is it a BUG or a TECHNIQUE?
You're the GM, you're the one who can answer it! Or maybe conduct a poll about it!

As far as i remember GM disable the biryu amulet due to its bug (Fast skill bug), and now loot bug came up. We players ask to remove the said amulet because its very difficult to identify if players are using CE, now what if someone just drop an item in front of you so it will look like a loot bug but behind it its a CE? how can you identify it if it is a loot bug or CE?... what is the difference between both? its a bug and we cannot say its illegal but this one needs to be fixed because lots of people is abusing this bug.
